Each technical program at Bluegrass Community and Technical Colleges is committed to continuous improvement that leads to student success. Different assessment instruments are used to evaluate each program. Some of the assessments include, but are not limited to: Student Learning Outcomes, Program Health Review with Annual Program Summaries and Productivity Reports.

Bluegrass Community and Technical College (BCTC) strives to maintain high educational standards through a continuous improvement model. This model strives to meet industry standards, accountability measures at local, state and federal levels along with meeting accreditation standards.
Student learning outcomes are identified as expectations of what a student should learn or be able to do by the end of the technical program of which they are earning an associate degree or diploma. Annually, each technical program identifies at least three outcomes for assessment usually based on program level competencies. With input from technical program faculty, the program coordinator or assessment coordinator develops an assessment plan based on a five step process culminating in improvements to the program or curriculum to improve student success.
The annual Program Health Review process is an internal, two tier process for all diploma or associate degree level programs. This two tier process is used to evaluate student achievement and, if warranted based upon analysis of the results, make program changes to improve student achievement. All programs are involved in a Level 1 review that includes review of five year trend data (Annual Program Summary) and information by the Program Coordinator, Program Faculty, Assistant Dean, Dean, and Vice President for Academics.
After analysis of trend data and information, the program coordinator identifies strengths of the program, issues requiring continued attention, and documentation indicating how last year's program review resulted in improvements in the program/department. The information is housed in the assessment relational data base, Achievement, Improvement, Measurement (AIM). The Assistant Dean, Dean, and Vice President for Academics provide additional comments after their review.
The Vice President identifies programs that require a more comprehensive, Level 2 review. A committee is appointed to review relevant materials related to the concerns. This may include interviews (students, graduates, faculty, employers, advisory committee, etc.), benchmark information, occupational outlooks, national or state data. Following their recommendations, the Program Coordinator, Assistant Dean, Dean, and Vice President add their comments.
Pursuant to KRS164.020 (16) the Council on Postsecondary Education and KCTCS college representatives are developing a five year program review policy and procedures.
The Office of Planning, Research and Effectiveness provides annual data for each program based on alumni satisfaction, enrollment, persistence, credentials earned, employer satisfaction, and job placement. Information Site under construction. Information coming soon.
Program Productivity supplements the program health review and assessment plans for student learning outcomes in evaluating the health of a program. It provides specific trend information as each program strives to heighten effectiveness and productivity through continuous improvement strategies.
Program Productivity captures enrollment (duplicated and unduplicated), Overall Percent Capacity (Enrollment divided by Capacity), Full-Time Equivalent Faculty (FTE-F), Total Enrolled Credit Hours (Enrollment multiplied by Course Credit Hours), Credit Hours Generated per FTE-F (Total Enrolled Credit Hours divided by FTE-F), and Full-Time Equivalent – Student (FTE-S) taught by FTE-F (FTE-S/FTE-F). A summary sheet of all programs by division captures the enrollment and productivity calculations within each division.
With the exception of Respiratory Care that uses spring data, the detailed program specific productivity reports list the courses used, enrollment, and productivity calculations for each fall semester beginning with fall 2009. Additional information specific for each program’s enrollment, calculations and data is provided below each table and is described below.
Based on course prefixes specific for each program, information is compiled using Decision Support System (DSS) unofficial data of course enrollments at the “BLC” Campus for each fall semester with the exception of Respiratory Care. Data for Respiratory Care Program is compiled from each spring semester.
Course sections beginning with 18 have been removed. Courses identified as clinicals and Co-Ops are listed within their specific program. The data for clinicals and Co-Ops are included in the enrollment counts (duplicated and unduplicated) but not in the productivity calculations. In addition, clinicals and Co-Ops are noted on the individual technical program detailed reports.
For the duplicated and unduplicated program enrollments, student emplids are counted for each course. All emplids are counted for each course with the specified course prefix. If a student is enrolled in more than one of the courses in a technical program, they are counted multiple times in “Duplicate” count. When duplicate emplids are removed, an “Unduplicated” count is determined for each program. (Note: Courses with “0” enrollment are not included in the enrollment and productivity studies.
A status report summarizing the information and trends was published for Fall 2009-Fall 2011. In subsequent years, a summary will be published annually.
