Open Enrollment 2013

Open enrollment will begin next Monday, October 8th and end on Friday, October 26th. It is a Passive enrollment. It will then continue for the $50 Benefit Enrollment between November 1st through November 9th.

There is not a great deal of change this year. I have attached informational items for you to review.

Here are the Highlights

  • The Health Care FSA maximum annual limit has decreased to $2,500 due to Health Care Reform (does not impact Dependent Care)
  • Health Plans - Deductibles, co-insurance and copays will be increased slightly
    • This is minimal in the Capitol Choice and Optimum plans in many cases only by $1
      • Detailed charts of increases/decreases are included in the presentation
    • The Standard plan has experienced more in terms of deductible and out-of-pocket expenses (and parent plus contributions) and Capitol Choice in Couple and Family contributions

For Health

  • the average premium increase is 3%,
    • the average employee contribution increase is:
      • 0.2% single, 13.5% parent plus, 5.4% couple, 5.7% family,
    • the average employer increase is 2%
  • Dental: All premiums have remained the same except for Comp Benefits C250Z plan which has increased by 3%
  • New: Due to not meeting participation requirements, we will no longer have Dental Care Plus as a carrier on January 1, 2013. Therefore, ALL current members MUST elect a new carrier to continue Dental coverage
  • New: Life and AD&D Insurance - The employer paid basic rate will remain the same but we have expanded the age band tiers for the optional insurance. This has resulted in some employee’s rates reducing (the younger they are) and some employee’s rates will increase (the older they are). A new rate schedule will be included
  • KEHP Members are eligible to receive a FREE flu shot September 15 - November 30, 2012
  • Many Wellness initiatives will be available

Medicare Eligible Retirees

The Open Enrollment for Early retirees (under age 65 coincides with the active employee enrollment period.

The Open enrollment period for Medicare eligible Open Enrollment retirees (over age 65) for both KCTCS and UK retirees is scheduled for October 15th through December 7th. However, Medicare has not released the premiums and benefits for 2013 Medicare as yet, so there may be a slight delay.
