BCTC welcomes new board member

LEXINGTON, KY — Bluegrass Community and Technical College (BCTC) is pleased to welcome Thomas Barrow Stephens, Esq. to the BCTC Board of Directors.
Stephens, a native of the Bluegrass, is an attorney and entrepreneur focused on new business development and government modernization. Stephens held various positions in government, most recently he was the Kentucky Personnel Cabinet Secretary. In addition, he served on numerous boards including the Kentucky Registry of Election Finance, the Kentucky Retirement System, the Kentucky Deferred Compensation Authority, the Kentucky Employers Mutual Insurance Authority and the Kentucky River Authority.
Stephens’ corporate experience includes a tenure as corporate counsel for Alltech where he also served as a manager of Alltech’s title sponsorship of the Alltech FEI World Equestrian Games at the Kentucky Horse Park. During his time at Alltech, he served three years as Director of the Alltech Fortnight. He is currently focusing his corporate efforts on residential real estate development in Central Kentucky.
"Mr. Stephens’ experience in state government and as legal counsel for business will be an asset to our college board,” said Dr. Koffi Akakpo, BCTC president. “I look forward to working with him as we serve our students, faculty, staff and community.”
Stephens was appointed by Governor Bevin to serve on the BCTC Board of Directors through Oct. 15, 2025.
"Having led the largest human resources organization in the state, I fully appreciate the valuable role our community and technical colleges play in developing the 21st century workforce,” said Stephens. “It is an honor and a privilege to serve BCTC, and I am excited to get started."
Stephens was sworn in and joined the board at the March 4 board meeting.
